Europe’s record CCP buffers shift more loss capacity onto members

Record member-funded default resources at Euronext Clearing and ICE Clear Europe sharpen a structural question for European clearing: how quickly is mutualised member loss capacity growing relative to the capital committed by the CCPs themselves?

Official second-quarter disclosures show Euronext Clearing equities members contributing €4.2 billion to the default fund at 30 June 2026, up 82.5% quarter on quarter. ICE Clear Europe reported $5.0 billion of required clearing-member guaranty-fund contributions, alongside $208 million of designated corporate initial contribution and $100 million of default insurance.

These are prefunded loss-absorbing resources. They are not realised losses, a member default or an intraday margin call. The disclosures establish scale, but do not by themselves identify whether portfolio risk, membership composition, stress calibration or methodology drove the increase.

FMI WORLD analysis: clearing members are supplying a larger mutualised buffer at two major European CCPs. That can strengthen resilience, but it also increases the liquidity and capital tied to membership and makes the allocation of losses between members, CCP capital and insurance more consequential.

The analytical test is not whether default funds are large in isolation. It is whether member-funded resources, CCP skin in the game and exposure concentration are moving in a balanced way as cleared portfolios evolve.
